Budget Billing — National Fuel calls it "Levelized Billing" — works like this: National Fuel estimates your total annual gas usage based on your history, then divides that total by 12. You pay the same amount every month, year-round, regardless of whether it's July or January.

Instead of a $45 bill in August and a $390 bill in February, you pay a consistent $180 (or whatever your annual average works out to) every single month.

The account is reconciled periodically. If you used more than the estimate, you'll owe a small amount. If you used less, you'll receive a credit. But the monthly variability — the shock of the winter bill — is eliminated.

Who benefits most: Anyone on a fixed income who budgets month-to-month. Budget Billing makes it possible to know exactly what you'll owe National Fuel every month, all year.

How to enroll: Call 1-800-365-3234 [5] and say: "I'd like to enroll in Budget Billing, please." It's that simple. There are no income requirements and no eligibility screening. Any National Fuel customer can participate.

Program #2: Low Income Home Energy Assistance (HEAP and Utility Assistance)

HEAP — the Home Energy Assistance Program — is administered by New York State and Erie County, not directly by National Fuel. But National Fuel participates fully, and calling National Fuel is often the fastest way to get connected.

HEAP provides direct grants toward heating bills for income-qualifying households. Benefits are paid directly to your utility company — you never see the money, but it reduces your balance.   • Enhanced shutoff protections: National Fuel must provide additional advance notice before any service interruption and must attempt to contact a third party you designate (a family member, neighbor, or doctor) before service is disconnected.

Program #4: Weatherization — The Permanent Fix

The programs above help manage bills. Weatherization reduces them permanently.

National Fuel's Home Energy Efficiency program partners with the NYS Weatherization Assistance Program to provide free or low-cost home efficiency upgrades to qualifying customers. These include:

  • Attic and basement insulation (often the highest-impact upgrade in older Buffalo homes)
  • Air sealing around windows, doors, and penetrations
  • Furnace tune-ups and, in some cases, replacement
  • Water heater improvements

  1. Call 1-800-365-3234.
  2. When the automated menu starts, say "Customer service" or press the option for billing and account assistance.
  3. When a representative answers, say: "I'm calling to ask about assistance programs for my account — specifically Budget Billing, energy assistance, and whether I qualify for any low-income or senior programs."
  4. The representative can enroll you in Budget Billing immediately and can connect you to their Customer Assistance Team for the other programs.
  5. Keep your account number ready (found on any bill) and your annual household income in mind — you'll need it for the assistance programs.
